Background and Discussion:

Harris County Toll Road Authority (HCTRA) requires Security Information and Event Management (SIEM) and Managed Security Services (MSS) solutions to support the monitoring and management of its information technology environment. HCTRA is a PCI Level One organization and is responsible for monitoring and managing system security logs, login anomalies, events, vulnerabilities, and intrusion protection and detection.

HCTRA seeks to replace its current SIEM solution with CrowdStrike Next-Gen SIEM, CrowdStrike Identity, and CrowdStrike OverWatch managed services. The solution will provide centralized security monitoring, managed detection and response, identity protection, vulnerability visibility, reporting, and 24x7 managed security services. The solution is intended to protect the confidentiality, integrity, and availability of HCTRA systems and information while improving service and supporting legal and regulatory compliance.

Harris County seeks to obtain these services from SHI Government Solutions, Inc. through a cooperative purchase procurement under RSO No. 00003286. The agreement provides for an initial twelve-month term with four optional one-year renewal periods and establishes a maximum compensation of $1,500,000.

Expected Impact:

Approval of this request will allow HCTRA to implement an updated Security Information and Event Management (SIEM) solution and managed security services to strengthen the monitoring, detection, and response to cybersecurity threats. The services will provide 24x7 security monitoring, improved visibility into security events and vulnerabilities, and support HCTRA’s continued compliance with PCI DSS requirements.

Failure to approve this request could impact HCTRA’s ability to maintain the necessary security monitoring and managed services needed to protect its systems and information.

Alternative Options:

No other recommended solution for this identified need.
