Background and Discussion:

Harris County Accessible Child Care Training & Supports (ACCTS) is a proposed ARPA-funded program in the Early Childhood initiatives portfolio.

The goal of Harris County ACCTS is to strengthen Harris County-based childcare by advancing the career development of the Harris County childcare workforce. Specifically, the program seeks to invest in the training and credentialling of childcare directors, childcare staff, childcare-based teachers, and home-based providers. The program proposes to reach approximately 1,200 current and future members of the Harris County childcare workforce with opportunities for professional credentialing, high-quality training, and scholarships for specialized training and certifications. To reach as many interested members of the workforce as possible, these opportunities will be paired with fair compensation for participating in trainings and funds to remove barriers to participation and to strengthen program retention. The program will end in December 2026.

Expected Impact:

ACCTS will enable the following:

•                     Supporting up to 500 childcare workers in obtaining or making significant progress towards the Child Development Associate credential.

•                     Providing for up 5,000 high quality trainings for the local childcare workforce.

•                     Supporting up to 200 scholarships to childcare workers to obtain specialized certifications in important early childhood subjects.

Alternative Options:

Commissioners Court could decline approval of the ACCTS Award and reinvest these funds in other ARPA programs.
