Background and Discussion:

The terms of the developer’s TIA was to enter into a cost share joint participation agreement with Harris County to expand the Spring Stuebner cross section to three-lanes from 250' east of Matted Oak View to Avalon Lake Crest Rd. Harris County will design, construction and manage the project and the developer will fund 40% of the construction cost.

Expected Impact:

This action will allow the developer and Harris County to enter into a joint participation agreement to expand Spring Stuebner Road to a three-lane cross section.

Alternative Options:
The alternative is to not to enter into this agreement and Spring Stuebner Road’s cross section will shift from three lane to two lane then back to three lane.
