Background and Discussion:
This Agreement will fund the Helms Stormwater Detention Basin and Channel Conveyance Improvements in the Halls Bayou Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025. This allocation from the Texas Legislature is being obtained through the Texas Water Development Board. The project in Senate Bill 1 is the Helms Stormwater Detention Basin in the Halls Bayou Watershed.
Expected Impact:
This agreement would fund design, utility relocations, and construction of the Helms Stormwater Detention Basin and Channel Conveyance Improvements.
