Background and Discussion:
In Texas, an estimated 313,000 people are victims of human trafficking, including approximately 79,000 minors subjected to sex trafficking. The prevalence of human trafficking in Houston, Texas, is the worst of any U.S. city. Acceptance of the Harris County Constable Precinct 7 grant for FY26 Byrne Discretionary Community Programs funds will allow the department to hire a Human Trafficking Detective, 2 Human Trafficking Advocates, and a Clerk for the Precinct 7 Human Trafficking Program.

This is a Congressionally Recommended Award from the 9th Congressional District. The Program will promote human trafficking advocacy, outreach, education, and investigation initiatives and partnerships with the Harris County Sheriff, Constables, and Houston Police Department. The performance period for this award is October 1, 2026 - September 30, 2027.
