Background and Discussion:
A Harris County energy workgroup launched a formal RFP for energy services and consulting in early 2021. The committee for this procurement consisted of representatives from Commissioner Precincts 1-4, the County Judge’s Office, Budget Management, and Facilities & Property Management (FPM). The committee ultimately chose to split the award between two firms with one taking the lead on the development of comprehensive energy
strategy as well as evaluating distributed energy projects while the other will lead the energy procurement
process.
