Background and Discussion:

Commissioners Court approved Harris County's first-ever Strategic Plan on October 29, 2024, to increase
alignment between the County budget and Commissioners Court's priorities, and to guide the work of County
departments and partners. The plan includes the County's vision, purpose, and guiding principles; six goals, 23
objectives, and 83 initiatives; and a range of metrics to track progress.

To support implementation, Commissioners Court approved the Strategic Plan in Action on December 10,
2024, establishing a framework for performance tracking, budget integration, and enhanced information for
decision making.

The FY2027 Budget Guidelines, approved by Commissioners Court on April 16, 2026, identified nine priority
Strategic Objectives, 11 Initiatives, and 11 Operational Imperatives. Departments leading FY27 Priority
Strategic Initiatives and Operational Imperatives have developed Project Plans that detail defined tasks, clear
timelines, and measurable outcomes.
