Background and Discussion:
American Rescue Plan Act (ARPA) funds must be fully expended by December 31, 2026, per Treasury guidelines. As part of ongoing ARPA closeout planning, the Office of County Administration has identified one position currently funded through ARPA that is anticipated to incur expenditures beyond the federal expenditure deadline. The transfer into the FLEX Fund will allow expenses to continue through the expected position end date of March 31, 2027.
