Background and Discussion:
The Contract Lifecycle Management System (CLMS) project is a Countywide initiative to establish a centralized, standardized, and fully integrated contract management platform for Harris County departments, as part of the broader Procure 2 Pay (P2P) initiatives. The CLMS project is led by the County Attorney’s Office, Universal Services, Office of County Administration, and the Office of the Purchasing Agent.

The CLMS, powered by vendor Agiloft, is designed to serve as the single source of truth for contracts, supporting end-to-end workflows including contract intake, drafting, review, approvals, execution, and storage. The project aims to streamline contract processes across departments, reduce administrative burden, and increase compliance, transparency, and visibility throughout the contract lifecycle. The project kicked off in January 2026 and is currently in the implementation phase.




Expected Impact:
The CLMS will create a single platform for contract management, and make contract management in Harris County more efficient, accurate, and reduce contract timelines.
