Background and Discussion:
This was an acquisition of two tracts of land adjacent to each other owned by Jose Campuzano on Gulf Bank Rd. These acquisitions were part of HCFCD’s Project Recovery Post Disaster Relocation & Buyout Program. They are both improved with residences, one of which is resided in by Mr. Campuzano. One tract is improved with a nearly 100-year-old home, the other is a several million-dollar estate type home. A five-hour special commissioners’ hearing was held and both appraisers gave testimony. The special commissioners awarded $1.9M which was more or less an equal split of the two appraisers’ values.
This acquisition is the last remaining of the HUD funded Hurricane Harvey buy out cases. This case went on for years as the homeowner had the means and the will to carry out protracted litigation. Client agency put a premium on closing out this case.
Harris County Flood Control District will pay the landowner $264,459.50 additional dollars.
