Background and Discussion: The County Treasurer's Office respectfully requests that Commissioner’s Court authorize the transfer of one existing full-time position currently assigned to the Office of Management and Budget (OMB), classified as an Analyst III, back to the County Treasurer's Office and reclassify the position as a Treasury Clerk III.
This request is being presented following Commissioners Court's September 17, 2026 consideration of the previous request concerning this position, on which the Court took No Action.
Because no action was taken, the underlying staffing, operational, and statutory concerns affecting the Treasurer's Office remain unresolved.
The purpose of this request is therefore to provide additional clarification regarding the history of the position, distinguish the Unclaimed Funds Administrator function from Positive Pay, identify the operational impact of the position's removal, and request a definitive resolution that provides the Treasurer's Office with the personnel necessary to administer Harris County's unclaimed funds responsibilities...
