Background and Discussion:
On April 26, 2022, Commissioners Court approved the Harris County Housing and Community Development’s (HCD) HOME-ARP Allocation Plan for submission to the U.S. Department of Housing and Urban Development (HUD) as a substantial amendment to the Program Year 2021 Annual Action Plan to permit the disbursement of $16,747,366 in HOME-ARP projects. HOME-ARP funds provide homeless assistance and supportive services to qualifying populations requiring services or housing to prevent homelessness and to those at greatest risk of housing instability.

On August 27, 2024, Commissioners Court approved the HOME-ARP Allocation Plan substantial amendment for the PY2021 Annual Action Plan to remove the expansion of permanent supportive housing, capacity building and operating expenses project categories and replace tenant-based rental assistance and supportive services project categories.
