Background and Discussion:
It is recommended that the Harris County Flood Control District be authorized to accept the time extension amendment to the United States FEMA HMGP grant DR-4332 amendment 6. This grant amendment will continue to provide financial and technical assistance to the Flood Control District for floodplain restoration under a pilot program in Harris County. The grant is being used for the voluntary buyouts of homes to be demolished and turned into green space in the floodplain. The award consists of $165,000,000 of federal funds and a 25% cash match of $ 55,000,000 from the Flood Control District. The amendment extends the period of performance to May 22, 2028, with no change in funding.
Expected Impact:
This time extension will allow the continuation of acquiring flood-prone properties, demolition, and creating open space to provide benefits to reduce disaster risk and create more resilient communities.
