Background and Discussion:
The Office of the County Engineer (OCE) seeks approval to execute the second of four one-year renewal options for the agreement with Lockwood, Andrews & Newnam, Inc. Due to limited in-house resources, external expertise is required to mitigate project delivery constraints and meet critical infrastructure deadlines. Under this agreement, the contractor provides professional broker and real property expertise to assist the county on an as-needed, case-by-case basis. Services support infrastructure expansion and capital improvement projects through landowner notification, title commitments, appraisals, residential and commercial negotiations, relocation assistance, file closeout, consultation, and eminent domain support.
