Request Summary (Agenda Caption):
title
Request for approval of execution of a Notice of Intent (NOI) on behalf of the Harris County Toll Road Authority (HCTRA) to allow continuation of existing operations at the Lynchburg Ferry under Texas Commission on Environmental Quality (TCEQ) Storm Water Multi-Sector General Permit, Permit TXR05P625, for the Lynchburg Ferry (Precinct 2).
end
Background and Discussion:
The Multi-Sector General Permit (MSGP) authorizes point source discharges associated with industrial activity
and certain non-storm water discharges to surface water. In essence, any runoff water from the actual site is
analyzed and tested to ensure that indicator levels fall within allowable limits.
The Lynchburg Ferry currently operates under the MSGP as approved by Commissioner’s Court on March 14, 2023.
TCEQ Permit ID TXR05P625 requires an annual submission of Discharge Monitoring Reports (DMRs) by March
31st of each year.
Expected Impact:
The renewal of this permit ensures that the Lynchburg Ferry facility remains in compliance with TCEQ.
Alternative Options:
No other recommended solution for this identified need.
