Request for approval of an interlocal agreement with Texas A&M University, in the amount of $500,000, to further research into weather and climate impacts for Harris County (Agreement No. 2026-12, Countywide).

Background and Discussion:
This interlocal agreement establishes a partnership between the Flood Control District and Texas A&M University. Through this partnership we will improve high-resolution model forecast of rainfall and accelerate the development of AI streamflow forecasts at gauges across the Flood Warning System to increase early warning capabilities and effective operational decision making during rapidly evolving weather events. This project occurs in the 2nd quartile under the 2026 Prioritization Framework approved by Commissioners Court.
Expected Impact:
This agreement will enhance the accuracy and operational capability of rainfall forecasting, and streamflow forecasting. These improvements will lead to better spatial representation of rainfall, improved short-term forecasting, and ultimately strengthen flood risk prediction and response efforts across Harris County. The result will be increased public safety warning and alerting abilities during rapidly evolving weather events.
