Background and Discussion:
TXDOT/FHWA financial assistance requires recipients to give binding nondiscrimination assurances under Title VI of the Civil Rights Act of 1964 and related federal authorities covering disability, age, sex, and displaced persons, and to insert corresponding assurance clauses in affected contracts, deeds, and other instruments.
HRT recommends Commissioners Court adopt the Title VI/Nondiscrimination Plan as the County’s standard assurance language for TXDOT/FHWA contracts, programs, grants, solicitations, agreements, and for related deeds, leases, licenses, and permits affecting real property, and authorize HRT, in coordination with the County Attorney’s Office, Office of County Administration, and related departments, to finalize implementing guidance and update related contract templates accordingly.
