Background and Discussion:
Harris County will design and construct a four-lane concrete curb-and-gutter roadway within 100 feet of the existing right-of-way. Emerald Forest Utility District owns and operates a water line and a sewer force main that conflict with the proposed roadway improvements. Because these utilities are located within easements that predate the roadway right-of-way, Harris County will be responsible for the design, advertisement, construction, and inspection of the required utility relocations necessary to resolve the conflicts as part of the roadway project. Emerald Forest Utility District will be responsible for all relocations review, post-construction and related requirements.
