Background and Discussion:
Through the Maternal Child Health (MCH) Program, the Community Health & Wellness Division offers a variety of services to support individuals in Harris County during pregnancy and beyond, including home visiting, personal and emotional support, resources and education, access to services, lactation consultation, etc.

On July 9, 2026, Commissioner’s Court approved the reallocation of up to $772,170.00 in funds from the ARPA Portfolio to the Fiscal Year 2027 General Fund budget, as recommended by the ARPA Steering Committee in May 2026. On August 6, 2026, Public Health Services received approval for the reallocation of $86,177.12 to the American Rescue Plan Act (ARPA) Maternal and Child Health program.

To ensure continuity of the vital services offered by our Maternal & Child Health program, Public Health Services is requesting the funding source update of twelve (12) positions from ARPA Maternal Child Health (2651) to the General Funds budget (1000) effective October 3, 2026.
