Background and Discussion:
On September 9, 2025, Harris County Universal Services was directed to collaborate directly with the Purchasing Office to evaluate all technology purchases that interact with the County network, regardless of cost. The second technology purchasing quarterly report was transmitted during the May 14, 2026, Commissioners Court, and compared data between Q1 of FY2025 and FY2026.

The included version is the third technology purchasing quarterly report, which reviews all technology purchases for FY2026 Q2 and compares the results to FY2025 Q2. The next quarterly report will be submitted to Commissioners Court on November 12, 2026, and will review the FY2026 Q3 technology purchases.

Expected Impact:
The quarterly report will enhance oversight of technology procurement and ensure alignment with County standards through centralized evaluation and quarterly reporting.

Alternative Options:
Without oversight and regular reporting, it could lead to fragmented technology procurement, increased security vulnerabilities, and a lack of transparency in County network interactions.
