Background and Discussion:
On April 16, 2026, Commissioners Court adopted a motion requesting Human Resources and Talent (HRT), in collaboration with the Office of County Administration (OCA) and the Office of Management and Budget (OMB), to present a proposal for consideration during the FY27 budget process for OCA-reporting human resources personnel to report to HRT to determine potential cost savings in alignment with the County's five-year financial plan.

Since the adoption of the motion, HRT has worked collaboratively with OCA and OMB to evaluate the current organizational structure, staffing, budgets, and human resources functions across departments with OCA-reporting HR personnel.

Expected Impact:
Approval of this proposal will improve organizational alignment, strengthen oversight and consistency of human resources operations, and support a more coordinated, efficient, and cost-effective approach to service delivery across participating departments.
