Background and Discussion:
Human Resources and Talent has completed a comprehensive review and update of the Harris County Personnel Policies and Procedures (HCPPP). The resulting amendments - both substantive and non-substantive - strengthen employee protections, improve operational clarity, and align County policy with current legal standards. These amendments are effective August 8, 2026. Upon approval, HRT will coordinate countywide distribution to all departments. Minor non-substantive and formatting changes may be made prior to distribution.

These amendments also introduce a new Section 16, codifying the Consultation Policy consistent with Commissioners Court's resolution of March 19, 2026 (Agenda Item 282).

Expected Impact:
These amendments are policy-driven and are not anticipated to result in significant fiscal impact to the County, other than Section 16. The financial impact of Section 16 will be conveyed in a separate RCA regarding the Consultation Policy.
