Background and Discussion:
The August 26, 2025 Commissioners Court approved an agreement with QuestMark Information Management, Inc. (an MWDBE firm) to provide mailing and related services for the toll road system. These services support the Harris County Toll Road Authority's Customer Service and Communications divisions in sending essential customer information, including EZ Tag statements, daily notices, violation and collection letters, inserts, and other updates or concerns related to fees, and services.
