Background and Discussion:
On August 9, 2025, the Commissioners Court voted to allocate a total of $5.5 million from the General Fund to
support contract deputy programs in Commissioners Precincts 3 and 4, with each precinct allocated $2.75
million for use within their respective jurisdictions. This action was intended to bring Precincts 3 and 4 into
alignment with existing contract deputy support already in place in other precincts, ensuring a more
consistent level of law enforcement resources across the County.
Precinct 4's $2.75 million allocation was transferred to the Harris County Sheriff's Office (HCSO) as an
enhancement to its Fiscal Year 2026 (FY26) budget, effective September 1, 2025. However, no Position Control
Numbers (PCNs) were created at the time to correspond with this funding.
Approval of these 20 positions is necessary to properly align the previously allocated funds with authorized
staffing within HCSO, enabling the recruitment, hiring, and deployment of deputies consistent with the Court's
prior action and to achieve parity with contract deputy support already provided in other precincts.
