Background and Discussion:
Per the Office of County Administration (OCA), the ARPA payroll budget must be fully utilized by December 2026. To ensure that no labor costs are charged to the ARPA payroll budget after that date while continuing to support ARPA-related programs, Housing and Community Development proposes transferring the funding source for thirty-four (34) ARPA-funded positions to the FLEX FUND.

Expected Impact:
The thirty-four (34) positions will be funded by the FLEX Fund instead of ARPA. This funding change will ensure continued program operations while maintaining compliance with ARPA funding requirements.

Alternative Options:
No alternative option identified.
