Background and Discussion:
The Harris County Flood Control (FCD) and the Harris County Housing Finance Corporation (HFC), staffed by Harris County Housing & Community Development (HCD), request approval of an interlocal agreement to support the FCD in performing minor drainage and flood control improvements at a site owned by the HFC, at no cost to the county.
This site, referred to as the Eastex Project, located 0 Eastex Freeway, Houston, Texas 77039 in Precinct 1, is owned by the HFC as a result of Harris County Commissioners Court's approval on March 27, 2025, of a purchase agreement and award of CDBG program income funds for the purposes of developing affordable housing.
