Background and Discussion:

The ARPA Monitoring and Closeout Standard Operating Procedures (SOPs) document the standardization of processes critical to maintain the ARPA portfolio compliance standards required by U.S Treasury.

The ARPA Portfolio includes 167 projects and over $995 million in funding. Each of these projects will need to complete approximately fifty (50) close-out items to ensure proper document retention and audit readiness.

Harris County must abide by U.S. Treasury guidelines for programs supported by $915 million in ARPA State and Local Fiscal Recovery Funds (SLFRF) and ensure audit-readiness for five years following the Dec. 31, 2026 expenditure deadline. To maintain consistency across the ARPA Portfolio, programs supported by the additional $85 million in ARPA Interest must meet the same compliance standards and requirements.
