Background and Discussion:
This transmittal is to inform Commissioners Court of the successful upgrade of the JWEB database on Sunday, May 17, 2026, as part of Harris County's continued investment to modernize the County's most critical justice support system and to enable enhanced system reliability and availability.
The database upgrade was planned and discussed with our Justice and Law Enforcement partners, including DAO, CA, DCO, CCL, HCSO, PDO and US. The larger community of JWEB users includes all Justice and Law Enforcement entities within Harris County, and many externals to Harris County agencies. The upgrade was thoroughly communicated in Change Advisory Meeting with all technology liaisons within the stakeholder community. Additional communications happened in technology working groups, via meetings and emails, and in the monthly as well quarterly board meeting.
This JWEB database upgrade step involved upgrading our database systems, i.e., SQL Server, to strengthen the platform's performance, stability, and resilience.
