Background and Discussion:
The Harris-Galveston Subsidence District (HGSD) regulates groundwater withdrawal in Harris and Galveston counties to prevent land sinking (subsidence) by requiring permits for water wells. As part of the Burnett Bayland Park renovation, Harris County Precinct 4 is installing a water well within the park and applied for a permit with the HGSD. As part of that process, HGSD will be assessing a disincentive permit fee for the well which applies to groundwater usage exceeding regulatory goals.
