Background and Discussion:
On December 10, 2024, Commissioners Court approved a Final Investment Memo (FIM) for the Heating, Ventilation, and Air Conditioning (HVAC) Repair and Replacement Countywide Program, which provides funding for lifecycle replacement, upgrades, and major maintenance of HVAC systems across Harris County facilities.
The program was established to address the County's growing inventory of aging HVAC infrastructure, deferred maintenance backlog, and increasing demand associated with new construction and facility expansions. As outlined in the FIM, failure to address end-of-life HVAC systems can result in operational disruptions, non-compliance with building codes, increased long-term costs, and potential risks to life and safety due to inadequate ventilation, temperature control, and integration with fire and life safety systems.
