Background and Discussion:
The scope of the project is upgrading and optimizing a cluster of traffic signals in Harris County Precinct 4 to better withstand extreme weather and flooding. By replacing all signal components with modern, flood-resilient systems equipped with battery backups, pedestrian improvements, drainage upgrades, and Intelligent Transportation System (ITS) technology, the project will reduce signal failures during storms and improve traffic flow.

Expected Impact:
The Fiscal impact is 7,562,500.00 of CDBG-MIT funds. This project seeks to reduce mitigation flood risks and strengthen resiliency in Harris County. This will reduce the financial, physical, and emotional burden of flood damage in the Alief area. Improvements will benefit 28,530 persons of which 59.65% are Low to Moderate Income.
