Request for discussion and possible action on appropriating general funds to support compensation study increases for positions funded outside of the general fund.

Background and Discussion:
As part of the Pay Equity and Compensation study positions across Harris County were reviewed, regardless of funding source. As part of these compensation increases, some special and grant funds are unable to absorb the increased costs and will require general fund support to avoid reducing the existing level of service. Attached are the OMB recommendations for departments and funds to receive support. This support will be funded out of the existing $50M that was appropriated for Compensation study related increases.
Expected Impact:
The expected impact is for positions in non-general funds to receive the increase without facing reductions in the current level of service.
Alternative Options:
Court could choose not to offer General fund support to these grants and special funds, however services could be negatively impacted.
