Request by the Office of the Purchasing Agent for approval of an award on the basis of low bid and that the County Judge execute an addendum to an agreement with Amigos Library Services in the amount of $8,870 to provide settlement and full compensation for services rendered from February 1, 2026, through January 31, 2027 for transparent language software goods and services for the Public Library through January 31, 2027, with four (4) one year renewal options.

Background and Discussion:
Request to purchase continued access to Transparent Language Online, acquired in conjunction with the Houston Area Database Consortium. In buying with the Consortium, cost is lowered for the Harris County Public Library and yet the full service is received and utilized. Billing is handled through our AMIGOS membership services.
Expected Impact:
The expected impact is expanded access to language-learning resources for patrons, including English as a Second Language learners and individuals preparing for U.S. citizenship. Renewing Transparent Language will support lifelong learning by providing free, flexible access to more than 110 languages for users of all ages and backgrounds.
