Background and Discussion:
In March 2026, Commissioners Court approved bylaws establishing the Harris County Immigrant and Refugee Commission to help advance countywide immigrant inclusion and provide structured advisory capacity to county leadership. The Commission will consist of eleven (11) voting members and three (3) non-voting
ex-officio members. Appointments to the commission will be made by Court Offices (positions 1-5) and through at-large appointments of representatives by Commissioners Court (positions 6-11), with appointed members serving 2-year terms. In addition, three Harris County departments will serve as non-voting ex-officio members (positions 12-14). Initial terms for voting members are staggered, with odd-numbered places serving three (3) years and even-numbered places serving two (2) years. Subsequent terms are two (2) years.

Expected Impact:
Appointment to fill a position on the newly created Harris County Immigrant and Refugee Commission.
