Background and Discussion:

The Texas Commission on Environmental Quality (TCEQ) Light-Duty Motor Vehicle Purchase or Lease Incentive Program (LDPLIP) provides funds to supplement the cost associated with purchasing or leasing new light-duty vehicles powered by compressed natural gas (CNG), liquefied petroleum gas (LPG or propane), hydrogen fuel cell, or other electric drive (plug-in or plug-in hybrid) purchased after September 1, 2025. This award will supplement the cost of three newly purchased vehicles.

Fleet electrification is one of many efforts aimed at reducing County's greenhouse emissions. Based on a 2024 Harris County Fleet analysis, electrifying 40% of County's light-duty vehicles would reduce more than 8,900 metric tons of CO2 on a yearly basis.

Expected Impact:

Replacing older Internal Combustion Engine (ICE) vehicles with new Electric Vehicles (EVs) will contribute to emission reduction efforts and save the County maintenance costs.
