Background and Discussion:
Harris County entered into a Joint Participation Interlocal Agreement to construct safety enhancements along Westheimer Parkway, identified as the Westheimer Parkway Public Safety Enhancements project in Precinct 4. The project includes improvements such as signage, pedestrian crosswalks, and lighting to enhance visibility and pedestrian safety. The project is supported by $514,668 in funding awarded through the Highway Safety Improvement Program.
To facilitate construction within federally managed property, the Office of the County Engineer coordinated with the United States Army Corps of Engineers and obtained a Recreational License Agreement for areas within Barker Reservoir. The agreement establishes the terms and conditions for use of the property. Execution by the County Judge is required to finalize the agreement and authorize access to the site.
