Background and Discussion:
The Houston Land Bank was established to aid and assist in developing affordable homes in neighborhoods across Houston. The Land Bank is governed by a 13-member board of directors appointed by the City of Houston (seven appointees), Harris County (three), and HISD (three). In August 2026, Commissioners Court approved an interlocal agreement with the Houston Land Bank to foster a cooperative effort to perform land-banking within the geographic boundaries of Harris County.
