Request for discussion and action regarding the reassignment of Positive Pay responsibilities to the Office of Management and Budget (OMB), consistent with the prior direction of Commissioners Court on February 26, 2026, and to authorize actions necessary to facilitate the transition, including the transfer of one associated full-time position to OMB to support the function.

Background and Discussion:
At the February 26, 2026, meeting of Commissioners Court, the Court discussed operational responsibilities related to Positive Pay and directed that functions pertaining to Positive Pay be reassigned to OMB, with staff to return to Court with any necessary approvals to facilitate the transition.
Consistent with that direction, OMB has begun coordinating with relevant departments and banking partners to review the current Positive Pay workflow, system access requirements, and any operational considerations associated with the potential transition of these responsibilities.
To support the continued administration of the Positive Pay function, this item requests Commissioners Court authorization to transfer one existing full-time position to OMB to support the function.
