Background and Discussion:
The non-voted commercial paper policy and procedure for Commissioners Court was approved dated October 31, 2023, and allowed for the biennial allocation of up to $15M of non-voted commercial paper to each commissioner's precinct effective with FY2024. Due to increased need for commercial paper funded capital projects, partially caused by inflation and increased construction costs related to the state of county facilities, it is requested that the biennial limit be increased to a maximum of $20M of non-voted commercial paper for each commissioner precinct.

Expected Impact:
Commissioner Precincts will be able to more aggressively continue developing capital projects for taxpayer benefit without delays caused by limited access to non-voted commercial paper.
