Background and Discussion:
On September 18, 2025 Harris County Universal Services (HCUS), in coordination with the Flood Control District (FCD), met with several stakeholders-including the Sheriff's Office, Deputy Constable's Office, Housing and Community Development (HCD), Public Health Services (PHS), and the Coalition for the Homeless-to develop a strategy for updating the 311 system in alignment with FCD's policy for tracking homeless encampments and related complaints. The project will begin with Phase I, which focuses on creating a form within the 311 system and managing the initial triage of requests. HCUS and FCD have approved a project charter that outlines the approach, scope, timeline, and roles and responsibilities. Requirement gathering workshops have been completed to identify the necessary intake form details and report dashboard needs. The collected information will be shared with FCD, which will determine the most suitable method for rerouting requests.

Expected Impact:
Implement a consistent and coordinated approach to addressing homeless encampments in the floodway.
