Background and Discussion:
The June 26, 2026 Commissioners Court approved the solicitation for a Program Management Consultant for the Hempstead Corridor Project. The selected firm shall assist HCTRA in the assessment and development of the Hempstead Corridor Project and shall assist HCTRA with the procurement(s), environmental permitting, environmental re-evaluations, scheduling, cost estimating, budgeting, administration, planning and schematic, design, and traffic management. The selected firm shall function as an extension of HCTRA's resources by providing qualified technical and professional personnel to perform the duties and responsibilities assigned under the terms of this Contract.
