Background and Discussion:
The Harris County compensation study completed in 2025 included compensation adjustments for Harris County employees. OMB has reviewed the proposed increases for grants and special funds as well as the available budget in the non-general fund funds and estimates that $1.8M from the $50M general fund set aside for pay equity will be needed to support these increases. Without the $1.8M in general fund support these grants and special funds will not be able to give the compensation increases proposed by the compensation study. $1.5M of these funds will go to support grants, and $300K to support special funds.
Expected Impact:
Approving this request will allow for compensation increases to be made across all funds.
Alternative Options:
Alternative options would be to not approve the request and make the compensation increases for grants dependent on the grants ability to absorb the increases.
