Request that the County Judge execute a Memorandum of Understanding (MOU) between Harris County and the Sports Authority Foundation to support the FREEKICKS Soccer Program, including repair, renovation, or construction of soccer fields in county parks in connection with the FIFA World Cup 2026(tm).

Background and Discussion:
The FIFA World Cup 2026(tm) provides an opportunity to enhance Harris County parks and expand youth soccer through the FREEKICKS Soccer Program, a low- or no-cost initiative for underserved youth ages 6-18.
In coordination with the FIFA World Cup 26 Houston(tm) Host City Committee, the Sports Authority Foundation has identified approximately 25 soccer fields in County parks for improvement. Harris County Commissioner Precincts 1-4 will complete the work within their respective precincts.
FREEKICKS is part of the Grow the Game initiative, with local youth soccer clubs funding and operating the program and maintaining the improved fields.
Expected Impact:
Approval of this MOU will allow for an established framework for the roles and responsibilities of each entity.
