Background and Discussion:
In December 2022, Commissioners Court established a Revolving Energy Efficiency Fund (REEF) to serve as a continuous source of funding for the implementation of utility efficiency projects. In July 2024, the Commissioners Court formally adopted the Standard Operating Procedure (SOP) for REEF, which outlines the process for identifying and tracking energy-saving projects, conducting measurement and verification (M&V), and managing the flow of funds between REEF, the utility fund, and the general fund.
