Background and Discussion:
Harris County Veteran Services Department had an existing staff member who was called to Texas National Guard duty in Dec 2024. At the time the staff member worked in a grant funded position. She returned later Oct 2025, and the staffers old grant funded position had been filled. A general fund position was created to accommodate her return, but the new position was not funded during the current FY budget process
