Request for approval of the Harris County Public Facility Corporation Articles of Incorporation and By-laws, appointment of the Board of Directors as follows: Lina Hidalgo; Rodney Ellis; Adrian Garcia; Neal Rackleff; and Lesley Briones, authorization for Housing and Community Development to expend up to $25,000 for related start-up costs, and further authorizing for the purpose of incentivizing the creation and provision of affordable housing in Harris County.

Background and Discussion:
The Harris County Housing and Community Development Department (HCD) made a recommendation to Commissioners Court to create a Public Facility Corporation related to affordable housing which was approved on November 11, 2025.
Nominations for Directors of the Harris County Public Facility Corporation (HCPFC) have been confirmed by HCD and are subject to County Commissioners' Court approval. There are at least three elected officials nominated to the Board in compliance with the draft Articles of Incorporation. The attached Articles of Incorporation and By-laws also need County Commissioners' Court approval.
