Background and Discussion:
Ross Sterling High School (Sterling) in the Houston Independent School District (HISD) joined the University Interscholastic League (UIL) marching band regional contest for the first time in its history and earned a "superior" rating to win. Sterling joins only 3 other HISD marching bands qualified to compete for the state championship.

Most of HISD's high schools do not have a marching band that performs at the yearly UIL competition - and even fewer in the district earn the top rating of a "1." Located in southeast Houston in Harris County Precinct One, Sterling has a student population where more than 93% of its almost 1,100 students are considered "economically disadvantaged," and 97% are either Black or Hispanic, according to the Texas Education Agency. Through marching band, these students gain poise, confidence, and benefit from teamwork.

Expected Impact:
Sterling High School is celebrated.
