Background and Discussion:
Harris County Sheriff's Office Marine Unit's FY2023 Port Security Grant Program (PSGP) - IJ2 award included a training course that was exempt from the required 25% match. However, since this course is no longer offered, the Marine Unit submitted a budget adjustment on April 22, 2025, to reallocate the funds from this training toward additional equipment items. The new equipment line items are subject to the 25% match requirement, resulting in a match of $3,840. As a result, HCSO is now seeking approval to provide the $3,840 match from existing resources.

Expected Impact:
This grant will provide funding to complete the program priorities that will buy down risks associated with
PSGP Homeland Security guidelines.

Alternative Options:
Not identifying funding for the 25% match for this grant would cause the Sheriff's Office to forfeit the opportunity to receive $11,520 in federal funding.
