Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Texas Water Development Board to fund the Helms Stormwater Detention Basin and Channel Conveyance Improvements in the Halls Bayou Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025. This allocation from the Texas Legislature is being obtained through the Texas Water Development Board. These grant funds were secured by Representative Armando Walle, HD140.
