Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Texas Water Development Board to fund the Halls Aldine Westfield South Stormwater Detention Basin & Mainstem Channel Conveyance Improvements in the Halls Bayou Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and was effective on September 1, 2025. This allocation from the Texas Legislature is being obtained through the Texas Water Development Board. The project in Senate Bill 1 is the Halls Aldine Westfield South Stormwater Detention Basin & Mainstem Channel Conveyance Improvements in the Halls Bayou Watershed (HC Pct. 2). These grant funds were appropriated in Senate Bill 1 from the 89th Texas Legislature, secured by Representative Walle, HD140.
